Purpose
This policy outlines terms of affiliation between Douglas College and other educational institutions, agencies and entities.
Policy Statement
Douglas College encourages affiliations with other public or private post-secondary educational or training institutions, agencies or entities, both domestic and international, when these affiliations meet an identified educational purpose and when they enhance teaching, learning.
Affiliation agreements include, but are not limited to, the following:
- reciprocal institution agreements for the purposes of student and faculty/staff exchanges;
- curricular agreements, including the offering of Douglas College credentials or joint credentials; the offering of Douglas College credit courses and programs and Continuing Education Certificate Programs with or for another post-secondary institution, agency or entity; and articulation agreements between Douglas College and another post-secondary institution not included in the British Columbia Transfer Guide.
Limitations
This policy does not apply to
- agreements with businesses for advertising or sponsorship purposes (see Policy A15.01.01);
- agreements with agencies or other entities for the purposes of practica, preceptorships, and cooperative education placements;
- contract training unless the training leads to the offering of a Douglas College Board-approved credential or the awarding of credit for a Douglas College course(s)
- articulation agreements between Douglas College and another post-secondary institution included in the British Columbia Transfer Guide.
Principles of Affiliation Agreements
Educational Goals: All agreements must be consistent with Douglas College 's mission, values and goals and sensitive to the College's social values and practices including those related to gender equality, the valuing of diversity and inclusiveness, and cultural sensitivity.
Educational Authority: Where Douglas College credentials are being awarded, Douglas College will retain responsibility for decision-making over academic matters and for quality control of programs related to those credentials in accordance with the governance structure of Douglas College . The legislated authority of both the Douglas College Board and the Education Council will be respected in all aspects related to their respective roles and mandates as specified in the Colleges and institutes Act (1996), thus ensuring that all affiliations are open to public scrutiny.
Institutional Policies: Unless other wise specified in the affiliation agreement, all Douglas College policies, procedures and guidelines will apply, as well as pertinent areas of any Collective Agreements.
Procedures
All affiliation proposals will be presented to Education Council as Memorandums of Understanding before formal negotiations with affiliates begin. Memorandums of Understanding will:
- Describe the purpose(s) of the affiliation agreement,
- Articulate an educational rationale,
- Establish credibility of the affiliate.
Subject to College Board approval, approval of the Memorandum of Understanding by Education Council indicates that formal negotiations with the affiliate may begin.
The formal agreement will be presented to Education Council for information after it has been negotiated.
