Payroll Compliance Practitioner (PCP)and Certified Payroll Manager (CPM)
Since 1985, The Canadian Payroll Association (CPA) has registered more than 25,000 students in their certification program. Professional certification at one or more levels is a prerequisite for employment and career advancement in payroll by an increasing number of employers. This program helps payroll professionals avoid substantial penalties for non-compliance with government rules and regulations and other costly administrative errors. The CPA updates payroll course materials annually.

Please Note:
To enroll in a Canadian Payroll Association (CPA) payroll course, you must register first with Douglas College
(604-527-5472) to guarantee a seat in the class. You must also register, before the course start date , with the
Canadian Payroll Association CPA (information from http://www.payroll.ca/; toll free: (1-800-387-4693 Ext. 317).
Separate fees are payable to the CPA:
Members - $300 plus applicable taxes;
Non/New-members - $465 plus applicable taxes.

Payroll Compliance Practitioner (PCP) Certification

- Payroll Fundamentals 1

* Please Note: Introduction to Accounting is a prerequisite for Payroll Fundamentals 2
Payroll Compliance Legislation
Prerequisite: None, although a thorough understanding of mathematical principles and a proficiency in English, will increase the probability of success in this course.
This course is the first core payroll course and is the point of entry for the PCP Certification.
Upon completion of this course, you should be able to:
- describe payroll's objectives and stakeholders
- identify an employer/employee relationship
- apply federal and provincial legislation to payroll including:
- the Canada Pension Plan
- the Employment Insurance Act
- the Income Tax Act
- Employment Standards legislation
- Workers' Compensation Acts
- Québec-specific legislation
- communicate the payroll compliance requirements to various stakeholders

Payroll Fundamentals 1
Prerequisite: Payroll Compliance Legislation
Upon completion you should be able to:
- Calculate regular individual net pay
- Calculate non-regular individual pay
- Calculate termination payments
- Complete a Record of Employment (ROE)
- Communicate all aspects of individual pay requirements to various stakeholders

Payroll Fundamentals 2
This course is the fourth requirement in the CPA's PCP Certification.
Pre-requisite: Payroll Fundamentals 1, and Introduction to Accounting - see ACCT 1110 or Course schedule
Upon completion of Payroll Fundamentals 2, you will be able to:
- Calculate organizational remittances to federal, provincial and third party stakeholders.
- Prepare accounting documentation for payroll.
- Complete year end documentation.
- Communicate all aspects of organizational remittances, accounting and year end requirements to internal, external and government stakeholders.

Certified Payroll Management (CPM) Certification
Students who wish to enrol in the CPM program must meet a payroll experience prerequisite to register. To satisfy this prerequisite, the student must have: “at least two years of experience being responsible for an organization’s payroll function, which includes being accountable to management for the accuracy of employees’ pay and all government statutory remittances, or equivalent experience, obtained in the past five years.” The Payroll Experience Prerequisite Application is found on the CPA’s website, www.payroll.ca, under Certification.
Students must submit the Payroll Experience Prerequisite Application and receive approval from the CPA prior to enrolling in Introduction to Payroll Management in every case.

- Applied Payroll Management* (Prerequisites: Introduction to Payroll Management, Organizational Behaviour Management, Managerial Accounting and Compensation & Benefits Management)
- Once the education requirements are met, you will be sent the Application for Certification, which must be completed and submitted to receive the certification. You will also have to become a member of the CPA, if you have not already done so.
Introduction to Payroll Management (formerly Payroll Management Processes)
This course is the first core payroll course in Certified Payroll Manager (CPM) certification program.
Introduction to Payroll Management prepares professionals to manage a payroll department by introducing them to the most applicable core management subjects. Based on market research, the course provides the management content and tools required to be a successful manager, such as decision making, project management and public speaking. It builds on the foundation of a Payroll Compliance Practitioner's experience, knowledge and application of legislative monitoring and effective communication of payroll programs and policies.
Upon completion of Introduction to Payroll Management, you should be able to:
- Define the role that strategic, operational, human resources and financial management play in an organization.
- Demonstrate the ability to monitor, analyze, communicate and implement legislative changes.
- Analyze situations and apply the appropriate decision making tool.
- Participate in an organization's risk management process by developing payroll continuity plans.
- Identify and apply the principles of project management.
- Define change management in terms of the forces that lead to organizational change
- Demonstrate a professional payroll profile by applying privacy principles to the management of payroll information.
- Analyze ethical situations that may emerge related to compliance and/or human resources situations.

Applied Payroll Management (formerly Payroll Management Practices)
This course is the final core payroll course in the Certified Payroll Manager (CPM) certification program. Upon completion of Applied Payroll Management, you should be able to:
- Make decisions; supervise and manage; communicate and contribute a payroll perspective to organizational policy and strategy discussions regarding:
- payroll best practices
- organizational benchmarking measurements
- payroll’s role within the organization’s structure
- payroll and HRIS systems planning and implementation
- employee development, motivation, appraisal and cascading objectives
Prerequisite: Introduction to Payroll Management, Organizational Behaviour Management, Managerial Accounting, and Compensation & Benefits Management.
