ACTION FOR HEALTH
This project which began in October 2003 was supported by a five year grant from the Social Sciences and Humanities Research Council. The Principal Investigator was Ellen Balka, Simon Fraser University and Co-Investigators included: Leslie Bella (Memorial University, Newfoundland); Flis Henwood (University of Brighton); Eileen Green (University of Teesside); Frances Griffiths (University of Warwick); Irving Rootman (University of Victoria); Lyn Simpson (University of Technology, Brisbane); and Sally Wyatt (University of Amsterdam).
The goal of the project was to achieve a fuller understanding of the ways health information is produced, consumed and used by lay people and health sector professionals in order to inform the design of processes and systems. It was achieved, though a series of sub-projects on three themes: Lay User Issues; Health Practitioner Issues; Ethical and Legal Issues. Some of the projects, particularly those related to Lay Health User Issues focused on health literacy to some extent.

BC LITERACY AND HEALTH RESEARCH PROJECT
This project was undertaken with support from the Michael Smith Foundation for Health Research as part of a Distinguished Scholar award and Establishment grant to Irving Rootman in July 2002. It was coordinated by Gordon Miller and was been carried out in collaboration with Jim Frankish at the Institute of Health Promotion Research at UBC. Its objectives were to:
- create a comprehensive agenda on literacy and health research in British Columbia;
- stimulate and conduct research on literacy and health in British Columbia;
- position British Columbia to lead the development of research capacity in Canada on this topic;
- create partnerships between researchers and practitioners in literacy and health research in British Columbia;
- improve the dissemination and application of research findings in literacy and health in British Columbia;
- encourage the training of future researchers in literacy and health in British Columbia;
- stimulate collaboration on literacy and health research among researchers from different disciplines in British Columbia; and
- create opportunities for research to influence policy development in literacy and health in British Columbia.
The project established an advisory committee, carried out an environmental scan and needs assessment, submitted proposals for funding, made presentations to researchers, policymakers, practitioners and community members and organized a provincial Summer School on Literacy and Health Research, a Summer Institute [http://www.cpha.ca/uploads/portals/h-l/si-fin05_e.pdf] and a Provincial Workshop [http://www.phabc.org/modules.php?name=Contentpub&pa=showpage&pid=30] was also held on July 27, 2005.

HEALTH LITERACY AMONG DIABETES PATIENTS IN A PRIMARY CARE PRACTICE
This pilot study was conducted using funds from an Establishment Grant provided to Dr. Irving Rootman in connection with his Michael Smith Foundation for Health Research Distinguished Scholar award. The study was carried out in partnership with Dr. Richard Nuttall, a Primary Care Physician in Victoria.
The objectives of the study were:
- to determine the prevalence of low health literacy among a sample of patients receiving treatment for diabetes within a primary care practice in Victoria , British Columbia,
- to determine the correlates of low health literacy in the sample,
- to determine the perceptions of patients and staff of the primary health care practice regarding the extent to which health literacy is a problem and if so, what are possible solutions,
- to assess the reading levels of health education materials used in the practice,
- to identify an intervention which might be helpful in addressing health literacy issues in the practice, and
- to design a study which could evaluate the effectiveness of the intervention.
Interviews were conducted with a sample of diabetes patients from Dr. Nuttall’s practice. A report was prepared and presented at the Canadian Public Health Association Conference.

MEASUREMENT OF HEALTH LITERACY IN DIFFERENT POPULATION GROUPS
This project was funded by the Canadian Institutes for Health Research in October 2003.Funding ended in March 2007. The Principal Investigators were Irving Rootman (University of Victoria ) and Jim Frankish (University of British Columbia ). Co-Investigators were: Deborah Begoray (University of Victoria), Michael Hayes (Simon Fraser University), Arminee Kazanjian (University of British Columbia), Karen Kelly (University of Alberta), Jennifer Mullett (University of Victoria) and Bruno Zumbo (University of British Columbia). Research Coordinator was: Brenda Kwan (University of British Columbia).
The objectives were:
- to develop a rigorous, systematic and valid measure of health literacy appropriate to the Canadian context;
- to test the application of this measure with three specific population groups;
- to further develop a conceptual framework for better understanding health literacy and its role in Canadian society; and
- to develop the foundation for a descriptive and predictive model of the role of health literacy in relation to use of health services, determinants of health and quality of life
The project developed an operational definition of health literacy and a conceptual framework, mapped the domain of health literacy and developed an instrument for measuring health literacy among older adults living in the community. Interviews were conducted in 2005 to test the instrument.

MEASUREMENT OF HEALTH LITERACY IN SCHOOLS
This is a project funded by the Canadian Institute for Health Research in 2005. The Co-Principal Investigators are Irving Rootman (University of Victoria) and Deborah Begoray (University of Victoria). The Co-Investigators are Jim Frankish (U.BC), Bruno Zumbo (UBC), Orly Lipka (UBC), Rose Vukovic (UBC), Marjorie MacDonald (UVic) and Joan Wharf Higgins (UVic); the Coordinator is Brenda Kwan (UBC).
The objectives are to:
- develop and validate measures of health literacy for middle and high school populations in British Columbia;
- test the relevance and utility of these measures in diverse school districts in British Columbia; and
- study differences in health literacy between genders, cultural groups, SES groups, urban/rural and other groups within middle and high school populations in British Columbia.
To date, we have collected and reviewed measures of health used in schools elsewhere, and established a definition of health literacy.. We have also conducted interviews and focus groups with teachers, health practitioners, students and experts in health literacy. Currently, the research team is developing a prototype measurement tool to be tested and in grade 10 in British Columbia. In 2007, the instruments were revised and used to collect information in a sample of high schools in the lower mainland of British Columbia. We hope that the measures will used as a model for measuring health literacy in schools in other parts of Canada.

NATIONAL LITERACY AND HEALTH RESEARCH PROJECT
This project was funded by the Social Sciences and Humanities Research Program from March 2002 to February 2006. The Principal Investigator was Irving Rootman (University of Victoria) and the Co-Investigators were Jim Frankish (University of British Columbia), Deborah Gordon-el-Bihbety (Research Canada), Heather Hemming (Acadia University) and Margot Kaszap (Laval University).
The objectives were to:
- stimulate research on adult literacy and health in Canada
- contribute to the development of research capacity in Canada on this topic;
- encourage and assist cooperation between researchers and literacy and health practitioners;
- improve the dissemination and application of research findings in this field;
- encourage the training of future researchers in literacy and health;
- stimulate collaboration among researchers from different disciplines; and
- explore ways of using research to influence policy development in literacy and health
